He also said that the damage was caused by the company's LNG suppliers failing to meet their contractual obligations.
ENI failed to deliver at least four out of 12 shipments during the year until February 2023, according to data analyzed by Bloomberg.
Countries have struggled to purchase LNG after Russia invaded Ukraine last year, as rising energy prices increased demand in the international market and created shortages in many developing countries, including Pakistan.
At the height of the crisis, Pakistani prices are a fraction of the LNG price and the 30% lift price makes cargo lifting profitable for companies.
However, ENI denied the reports, saying it did not profit from the incident and any undelivered shipments were "out of control".
"The promise to deliver the product is not effective only if the joint venture cannot be achieved," he said in his response.
Meanwhile, the government said, "The non-delivery of ENI's LNG cargoes is a contractual matter under confidential provisions."
The loss in supply of LNG in January 2023 caused the country to face more fuel and electricity problems, with inflation and prices rising during the country's meltdown.
